Because attendance was directly linked to salary disbursement and there was no headcount for those who reported to work. the finance department generally wouldn’t meticulously review the statistical attachments. No matter how closely one looked at it, it was not easy to spot any discrepancies.
Therefore, it was highly unlikely that the CEO, during his inspection, would notice such minute details.
